Richard Marshall

Business Transformation & Performance Director, Highways England

Rich started with Highways England in 2005 (then Highways Agency) as a control room supervisor. Working predominantly in the Yorkshire & North-East region, Rich managed the frontline operational teams dealing with customers and incidents on the Strategic Road Network. In 2012, Rich helped to establish the Transport Coordination Centre, where 23 organisations came together to coordinate transport arrangements and planning for the London 2012 Olympic and Paralympic Games.


More recently, Rich was the Regional Director for the Yorkshire & North-East region, overseeing the transformation of the region from a team of 80 in one office in Leeds, to a full asset delivery region with a team of over 425 across multiple offices, depots and outstations. His latest role is a national one, leading the change programme in operations.


As an aside from roads, one of Rich’s teams looks after the Historical Railways Estate, some 3,200 disused railways assets in England, Scotland and Wales which were passed to Highways England in 2013 when British Rail Board (Residuary) was abolished. As part of this role, Rich sits as a Trustee on the Board of Railway Paths Limited.


Rich and his wife Nicky have 5 boys – 4 of their own and one through their role as short-break foster carers for additional needs children. A keen sportsman, Rich even manages to squeeze in the occasional game of cricket!
